Tanzania Seeks International Investment for Bagamoyo Special Economic Zone

Tanzania Seeks Investment for Bagamoyo Special Economic Zone

Tanzania is seeking to attract international investors to the Bagamoyo Special Economic Zone (SEZ) as the government advances plans to develop port infrastructure and an industrial zone designed to increase manufacturing, create jobs and expand exports.

The project forms part of Tanzania’s long-term industrialisation strategy, which aims to connect maritime infrastructure, manufacturing and logistics within an integrated economic development area.

According to The Guardian on October 15, 2026, preparations for the Bagamoyo Port project include engineering work, supporting infrastructure improvements and coordination of compensation for affected residents. The government has also invited international companies to participate in the development.

1. Bagamoyo as a Strategic Industrial Development Project

The Bagamoyo Special Economic Zone, also known as Bagamoyo Eco-Maritime City, is a major component of Tanzania’s plans to strengthen manufacturing, maritime trade and logistics.

The planned development covers approximately 9,800 hectares, combining port facilities, industrial areas, logistics services and related commercial infrastructure. The first phase of the industrial park covers around 151 hectares and is intended to accommodate factories and industrial businesses.

The integrated model is intended to help companies access industrial infrastructure, import raw materials and distribute finished products to domestic, regional and international markets.

2. Investment Projects Move Towards Implementation

Recent developments suggest that parts of the zone are progressing beyond the planning stage.

According to The Citizen on October 3, 2026, six of 26 planned investment projects had entered the construction phase. Their combined announced investment value was approximately TZS 4 trillion. The government expects the wider development to generate substantial employment opportunities.

Tanzania’s Investment and Special Economic Zones Authority (TISEZA) also reported that 25 investors had been allocated land within the zone by September 2026. Projects were at different stages, including site preparation, perimeter fencing and construction of industrial sheds and warehouses.

These developments indicate growing investment activity, although land allocation and construction do not automatically mean that factories are already operating or that projected employment and export targets have been achieved.

3. Port Development and Logistics Infrastructure

The proposed port is a central component of the broader Bagamoyo development. Port infrastructure, combined with nearby industrial facilities, could help manufacturers import raw materials, transport goods and access maritime trade routes.

According to The Guardian, the Tanzania Ports Authority had completed the design and construction of a temporary jetty intended to receive vessels carrying heavy machinery and equipment for the main port construction works. Engineering preparations and improvements to supporting infrastructure were also underway.

However, preliminary works and progress within the industrial zone should be distinguished from the completion and full operation of the port. The wider economic benefits will depend on infrastructure delivery and the implementation of the different project components.

4. Industries That Could Benefit from Bagamoyo SEZ

TISEZA identifies several sectors with potential for investment within the industrial development area. These include:

  • Agro-processing: Food processing and agricultural value addition.

  • Textiles and garments: Manufacturing for domestic and export markets.

  • Pharmaceuticals: Pharmaceutical production and related industrial activities.

  • Vehicle assembly and components: Vehicle manufacturing, assembly and spare-parts production.

  • Steel and metal industries: Manufacturing of industrial and construction materials.

  • Electronics and maritime services: Technology-related manufacturing and port-support services.

Integrating manufacturing with transport and storage infrastructure could help businesses improve logistics efficiency and access regional markets. The actual benefits will depend on operating costs, infrastructure reliability, market conditions and the pace of implementation.

5. Key Challenges: Infrastructure and Land Compensation

Despite the progress reported, the development still depends on completing infrastructure and resolving outstanding land-related issues.

On October 16, 2026, The Citizen reported that Tanzania’s Prime Minister had directed the relevant authorities to accelerate land valuation and compensation for eligible residents affected by the Bagamoyo SEZ. The aim is to resolve outstanding matters without compromising residents’ rights or unnecessarily delaying investment.

Financing, transport links, utilities and the transition from construction to commercial operations will also influence the project’s eventual economic impact.

6. Potential Opportunities for Iranian Companies

The development of Bagamoyo SEZ provides Iranian exporters and industrial businesses with several areas to investigate.

Potential opportunities include:

  • Exporting machinery for food processing and agricultural value addition.

  • Supplying packaging, warehousing and material-handling equipment.

  • Providing industrial machinery, spare parts and metalworking equipment.

  • Exploring manufacturing-related cooperation, subject to applicable standards and licences.

  • Identifying Tanzanian importers, distributors and industrial partners.

  • Assessing the feasibility of establishing a production or assembly facility in the zone.

Companies considering investment should verify official investor eligibility criteria, minimum capital requirements, applicable incentives, ownership conditions and operating permits directly with Tanzanian authorities. Potential opportunities do not guarantee profitability or automatic eligibility for incentives.

The Iran–Africa Business Center can support companies with market research, potential buyer and partner identification, and B2B connections across African markets.

Conclusion

Bagamoyo Special Economic Zone is a strategic part of Tanzania’s plans to link industrial production, port infrastructure and international trade. Investor land allocations, construction activity and preparations for port development indicate that the project is moving forward.

Its ultimate contribution to investment, employment and export growth will depend on infrastructure completion, resolution of implementation challenges and the transition of industrial projects into operational businesses.
