Tanzania Reviews Fertilizer Import and Trade Regulations: Potential Implications for Iranian Urea Exports
The Tanzania Fertilizer Regulatory Authority (TFRA) has published draft amendments to two key fertilizer regulations and invited industry stakeholders to submit comments and recommendations.
The proposed amendments concern the General Fertilizer Regulations, GN No. 68/2026, and the Fertilizer (Compounding of Offences) Regulations, GN No. 69/2026. According to TFRA’s public notice, the deadline for submitting comments was October 28, 2026.
What Could Change for Fertilizer Importers?
The regulatory review may affect the framework governing fertilizer importers, product distribution, regulatory compliance and the handling of violations.
However, these documents remain draft amendments. They should not be treated as final or enforceable changes until the relevant legal process is completed and the final texts are officially adopted.
For Iranian exporters, particularly companies supplying urea and other chemical fertilizers, monitoring this process is important when assessing market-entry requirements and preparing commercial offers for Tanzania.
Opportunities for Iranian Urea in Tanzania
Tanzania is a market worth assessing for fertilizer suppliers targeting East Africa. Iranian urea could be considered by Tanzanian importers and distributors, subject to product compliance, commercial competitiveness and the applicable import requirements.
Market entry, however, involves more than price and product quality. Exporters should verify product registration requirements, the Tanzanian buyer’s licensing status and the technical and clearance requirements applicable to each shipment.
According to the Tanzania Trade Portal, the fertilizer import process includes fertilizer dealer registration and licensing, obtaining a relevant Tanzania Bureau of Standards (TBS) batch certificate, securing import clearance and obtaining a fertilizer import permit from TFRA.
Recommendations for Iranian Fertilizer Exporters
Companies planning to export urea or other fertilizers to Tanzania should consider the following steps:
- Verify product registration and compliance with TFRA requirements.
- Confirm that the Tanzanian importer or distributor holds the appropriate valid licence.
- Check TBS requirements for shipment certification, inspection and quality documentation.
- Include compliance with applicable import and clearance regulations in sales contracts.
- Review the final amended regulations before confirming prices, delivery schedules and contractual obligations.
Conclusion
TFRA’s regulatory review is an important development for companies involved in fertilizer trade with Tanzania. The proposed amendments could influence the regulatory environment for importing and distributing fertilizers in the country.
Nevertheless, the published documents are still drafts and should not be treated as final legal requirements. Iranian exporters should continue evaluating the Tanzanian market while making commercial proposals conditional on product registration, importer licensing and verification of the final regulations.
